Beginning in Bhutan's foreign service, Lyonpo's career progressed through diplomatic and senior civil-service appointments before his leadership roles in health administration and national government. He subsequently held the portfolios of Health and Education and Agriculture, alongside two terms as Prime Minister and Chairman of the Council of Ministers.

    Royal Bhutanese Foreign Service

    Served at Bhutan’s Permanent Mission to the United Nations in New York and as First Secretary at the Royal Bhutanese Embassy in New Delhi. His diplomatic work included participation in United Nations General Assembly sessions, Non-Aligned Movement meetings, and other international engagements.

    Ambassador of Bhutan to Kuwait

    Served as Bhutan’s first resident Ambassador to Kuwait, with accreditation to Switzerland, supporting Bhutan’s diplomatic representation and international relationships.

    Held appointments in trade and industry, power, national planning, and environmental administration.     Establishment of the Bhutan Health Trust Fund

    Established to support sustainable financing for essential medicines and vaccines. The Fund was launched at WHO headquarters in Geneva in May 1998 and subsequently received its Royal Charter.

    Served as Prime Minister of Bhutan and Chairman of the Council of Ministers, alongside his responsibilities as Minister of Health and Education.

    Good Governance

    During his first term as Chairman of the Council of Ministers, the government undertook the Good Governance reform exercise. The resulting report, Enhancing Good Governance for Gross National Happiness, addressed efficiency, transparency, accountability, and the structures and functions of public administration.

    Early Gavi Leadership

    Participated in the early development of the Global Alliance for Vaccines and Immunization, including service on its Proto-Board and as a founding Board member. This work connected international immunisation cooperation with the practical needs of national health systems.
